Heads up: Replaced parse_url() function with userland implementation

The XP Framework's peer.URL class has been changed no longer to use PHP's parse_url() function. This function started behaving weirdly in PHP 5.3.6 (details) and changed behaviour again in current SVN trunk (or what will become php.next). This also fixes PHP bug #54180 ("parse_url() incorrectly parses path when ? in fragment") in the XP Framework for any PHP version >= 5.2.0:-)
