New release website

Package Following a discussion on our developer mailinglist, we decided to set up a releases page insude the framework website. Currently, this page lists all releases, provides information on how to install them and their ChangeLogs - see here for an example.

The overview page is still unfinished - we're working on getting or roadmap and release announcements incorporated into it. Stay tuned!
